What is the difference between ID, AR, and NCS?

Can a tenant refuse to let the engineer turn off the appliance?
For ID situations, the engineer must disconnect the appliance regardless. For AR, if the responsible person refuses to allow disconnection, the engineer must clearly advise them of the risks and record this on the warning notice.
