TI/133D Oil Storage Tank Risk Assessment

The TI/133D is OFTEC's Technical Information form for assessing whether a domestic oil storage tank needs secondary containment (bunding) and fire protection. It evaluates spillage risk (proximity to watercourses, drains, and environmentally sensitive areas) and fire risk (separation distances from buildings, boundaries, and combustible materials). The assessment determines if the existing tank installation is compliant or needs upgrading.

Frequently asked questions about TI/133D

When is a TI/133D assessment required?
OFTEC recommends a TI/133D assessment when installing a new tank, replacing an existing tank, carrying out a tank inspection, or whenever there is concern about oil spill risk or fire protection. It is good practice during annual servicing.
Does my oil tank need to be bunded?
Under the Control of Pollution (Oil Storage) Regulations, bunding is required for tanks in Controlled Waters areas or where there is a risk of oil reaching a watercourse or drain. The TI/133D assessment determines if your specific installation needs bunding. Note: The Control of Pollution (Oil Storage) (England) Regulations 2001 apply to commercial, industrial, and agricultural premises. Domestic oil storage has separate requirements under Building Regulations.
What are the separation distances for fire protection?
Building Regulations Approved Document J specifies minimum distances from oil tanks to buildings, boundaries, and non-fire-rated structures. Non-fire-rated tanks typically need 1.8m from a building and 760mm from a boundary. The TI/133D form records these measurements.
