The CD/10 is OFTEC's Oil Firing Installation Completion Report, the installer’s record when a new oil-fired appliance is installed. It covers appliance commissioning, oil storage, supply pipework, flue system, and fire protection. It is not the OFTEC building compliance certificate: that is sent to the householder after an OFTEC-registered technician self-certifies the work through OFTEC.

Is a CD/10 the same as the OFTEC building compliance certificate?

No. The CD/10 is the installer’s completion report. The building compliance certificate is sent to the householder after an OFTEC-registered technician self-certifies the installation through OFTEC, and that notification is what satisfies Building Regulations. Filling the form in here gives you the report and the customer’s copy; it does not notify OFTEC.

Do I need Building Control approval for a new oil boiler?

If you are OFTEC registered, notifying the job to OFTEC is what self-certifies it under the Competent Person Scheme: the notification, not the paperwork. If you are not OFTEC registered, you must make a Building Regulations application to the council and have the work inspected.
