They are the same document under two names: CD/10 is the OFTEC form number. An OFTEC-registered technician notifies the installation to OFTEC, who tell the local authority, and that notification is what satisfies Building Regulations. Filling the form in here gives you the record and the customer’s copy; it does not notify OFTEC.
Do I need Building Control approval for a new oil boiler?
If you are OFTEC registered, notifying the job to OFTEC is what self-certifies it under the Competent Person Scheme: the notification, not the paperwork. If you are not OFTEC registered, you must make a Building Regulations application to the council and have the work inspected.
