The Future Homes Standard sets the energy efficiency and carbon requirements for new homes in England, delivered through updates to Part L (conservation of fuel and power) and Part F of the Building Regulations. The direction is settled: new homes will be built to be low-carbon and heat-pump-ready, with heating that does not rely on fossil fuels.

What the Standard Actually Requires
For new-build homes, the carbon targets in the updated Part L cannot realistically be met by a gas, oil or LPG boiler. In practice, new homes will be heated by low-carbon systems, most commonly air source heat pumps, or by connection to a heat network where one is available. Rooftop solar and high standards of fabric and airtightness are also part of the package.
This applies to new homes. It does not ban gas boilers in existing properties. If you own or rent an existing home, you can still install or replace a gas boiler. Repairs, swaps and servicing of existing systems continue as normal.
Timing
The policy direction has been confirmed, but the exact implementation dates have moved more than once over the years, so it is worth checking the current position rather than relying on a fixed date. The standard is expected to take effect following publication and a transition period, with the changes phased in so that homes already in the planning pipeline are not caught out overnight.
Whatever the final dates, the trend is one way: more heat pumps, more solar, more low-carbon heating. The installers who get MCS-certified and build a track record now will be best placed as demand grows.

The shift is gradual, and the retrofit and maintenance workload remains huge. Many installers are simply adding heat pump skills alongside their gas work rather than replacing it.
