What is a confined space?
A confined space is any enclosed area with limited access/egress where there is a reasonably foreseeable risk of injury from hazardous substances, lack of oxygen, engulfment, or fire. Examples include tanks, silos, sewers, manholes, excavations, and ceiling voids.
Is a permit to work legally required?
The Confined Spaces Regulations 1997 require a safe system of work for confined space entry. The Approved Code of Practice (L101, paragraph 138) says a permit-to-work is usually required where there is a reasonably foreseeable risk of serious injury in entering or working in the confined space, as an extension of the safe system of work.
