Who can issue an Electrical Certificate of Compliance in South Africa?
Only a "registered person" — an electrician registered with the Department of Employment and Labour under the Electrical Installation Regulations, 2009 — may legally issue a CoC. A builder, plumber, or unregistered electrician cannot issue one, even if they carried out the work.
Do I need a new CoC every time I sell my house?
Yes. An Electrical CoC is a mandatory legal document for every property transfer in South Africa — the sale cannot be finalised without a valid one covering the property's electrical installation, generally accepted by conveyancers if issued within the last two years and no further work has since been done.
Does a CoC expire?
A CoC itself does not carry a fixed expiry date in SANS 10142-1 — it remains a valid record of the installation at the time of issue unless the installation is subsequently modified, altered, or repaired, at which point a new CoC (or supplement) is required.
