Electric Fence System Certificate of Compliance (CoC)

The South African Electric Fence System Certificate of Compliance (CoC) is issued by a registered Electric Fence System Installer (EFSI) on completion of an electric fence installation. It certifies that the system complies with SANS 10222-3 (Electric Fences - Non-Lethal), including energizer output, earthing, separation from other services, and warning signage. A fence installed or altered since 1 October 2012 must have a certificate, and that certificate transfers with the property; an older fence with no certificate needs one when the property changes hands. Frequently asked questions about Electric Fence CoC

Who can issue an Electric Fence Certificate of Compliance?

Only a registered Electric Fence System Installer (EFSI) may legally issue an electric fence CoC. General electricians or handymen without EFSI registration cannot issue one, even if the installation itself is sound.

What is the maximum output an energizer is allowed?

SANS 10222-3 limits energizer output to a maximum of 8 joules under any load. This is the threshold that keeps a fence classified as "non-lethal". CertBox flags a reading above 8 joules for you to double-check.

Do I need this CoC to sell my house if I have an electric fence?

The property needs one, but not necessarily a new one. Under regulation 12 of the Electrical Machinery Regulations, 2011 the certificate is transferable, so a fence certified since 1 October 2012 keeps its certificate on a sale. An older fence with no certificate needs one when ownership changes. Unlike the Electrical CoC, there is no two-year limit. You still need the Electrical CoC for the rest of the installation.
