HETAS Certificate of Compliance

A HETAS Certificate of Compliance records the installation of a solid fuel appliance — a wood burner, multi-fuel stove or biomass boiler — against Building Regulations Approved Document J. The registered certificate itself is issued by HETAS: a HETAS-registered installer notifies the installation through the HETAS Technical Hub, HETAS passes it to the local authority, and the certificate is posted to the homeowner. Do I need a HETAS certificate to install a wood burner?

The installation has to be notified to Building Regulations one way or the other: either a HETAS-registered installer notifies it through HETAS, or you make a Building Regulations application to your local council before the work starts. Without one of those the installation is unnotified, which can hold up a house sale and affect an insurance claim.

Is a HETAS certificate the same as Building Control sign-off?

A registered HETAS notification does the same job as a Building Control application, because HETAS is an approved Competent Person Scheme and tells the local authority for you. What makes it count is the notification, not the paperwork: the installer must be HETAS-registered and must notify the job through HETAS, who issue the Certificate of Compliance and post it to the homeowner. A document filled in on this site is the installer’s record of the work, not the scheme certificate, and notifies nobody.

Does filling this in notify Building Control?

No. Nothing on this site is sent to HETAS, to a local authority or to anyone else. A HETAS-registered installer still notifies the installation through the HETAS Technical Hub, normally within 10 to 14 days, so that HETAS can pass it to the local authority inside the 30-day Building Regulations deadline. If the installer is not HETAS-registered, the work needs a Building Regulations application to the council instead.
