Periodic Inspection Report (PIR)

The Irish Periodic Inspection Report (PIR) is a formal assessment of the safety and condition of an existing electrical installation in Ireland, carried out in accordance with I.S. 10101 by a Safe Electric registered inspector. It records observations classified using the ETCI/Safe Electric Code 1–4 system (Code 1 requires urgent attention where immediate danger is present, Code 2 requires improvement, Code 3 requires some attention, Code 4 does not comply with the current National Rules), along with a full circuit test schedule. PIRs are commonly required for rental properties, insurance purposes, change of occupancy, and due diligence on property purchases.

Frequently asked questions about PIR

How often is a Periodic Inspection Report required in Ireland?
For domestic rental properties, RECI and Safe Electric recommend a PIR every 5 years or at every change of tenancy. Commercial premises and higher-risk installations may require more frequent inspections. Your insurer may have specific requirements.
What do the observation codes mean?
The ETCI/Safe Electric PIR uses a Code 1–4 rating. Code 1 requires urgent attention: an immediate risk of shock, burn or fire that cannot be left in place. Code 2 requires improvement. Code 3 requires some attention. Code 4 means the installation does not comply with the current National Rules (which does not necessarily mean it is unsafe). Any Code 1 or Code 2 makes the overall condition Unsatisfactory.
Is a PIR the same as an EICR in the UK?
They serve the same purpose (a condition report on an existing electrical installation) but are issued under different national standards. The UK EICR (under BS 7671) uses C1/C2/C3/FI codes, whereas the Irish PIR (under I.S. 10101) uses a numeric Code 1–4 rating.
