RGI Declaration of Conformance (CERT 1)

A CERT 1 is the Declaration of Conformance issued where a gas installation needs a new meter fit (a new connection to the network) under I.S. 813 (Domestic Gas Installations). It must be completed by an RGI-registered gas installer and confirms that the work has been designed, installed, and tested in accordance with Irish gas safety regulations. Landlords, developers, and homeowners in Ireland require this certificate following any new gas installation or significant alteration. What is an RGI CERT 1 used for?

A CERT 1 is issued for gas work that needs a new meter fit, that is a new connection to the gas network. It confirms the work complies with IS 813 and is safe for use. It is distinct from a CERT 2 (boiler replacement on a metered installation) and a CERT 3 (all other gas works on a metered installation, including pipework, appliance fits, repairs, safety checks and servicing).

Who can issue a CERT 1 in Ireland?

Only an RGI (Register of Gas Installers of Ireland) registered installer can issue a CERT 1. The installer's RGI registration number must appear on the certificate. You can verify a contractor's registration at rgii.ie.

Is an RGI certificate required for a new boiler in Ireland?

Yes. A gas boiler installed as part of a new installation requiring a new meter or network connection is certified on a CERT 1; a boiler replacement on an existing metered installation is certified on a CERT 2. Either way, the RGI-registered installer must issue the Declaration of Conformance to the customer. Without it, the work is not formally certified as compliant with I.S. 813.
