Why Working at Height Still Kills Tradesmen
Falls from height remain the single biggest cause of fatal injuries in the UK construction and trades sector. According to the Health and Safety Executive (HSE), they account for around a quarter of all worker deaths — 31 of the 126 fatalities HSE recorded in 2025/26. Yet many of the incidents involved nothing more exotic than a ladder, a rooftop, or a set of steps — everyday situations that tradesmen encounter on almost every job.
The law is clear, the equipment standards are well established, and the training is accessible. What often lets tradesmen down is paperwork and process — not knowing what records they need to keep, or assuming that because they've always done it a certain way, they're covered. This guide cuts through that uncertainty.
The Legal Framework: What Applies to You
The primary legislation is the Work at Height Regulations 2005 (as amended in 2007), which applies to all work at height where there is a risk of a fall liable to cause personal injury. There is no minimum height threshold — if a fall could hurt someone, the regulations apply.
As a tradesman, you are most likely to be classed as either a self-employed worker or an employee. Either way, you have duties under the regulations. Employers and the self-employed must:
- Avoid working at height where reasonably practicable
- Use work equipment or other measures to prevent falls where working at height cannot be avoided
- Where the risk of a fall cannot be eliminated, use equipment or measures to minimise the distance and consequences of a fall
The hierarchy matters. Simply reaching for a ladder first is not good enough — you must be able to demonstrate that you considered alternatives and chose the most appropriate option for the task and duration.
Ladder Safety: Getting the Basics Right
Ladders are not banned — but they are only appropriate for light work of short duration where the risk assessment supports their use. The HSE guidance generally considers "short duration" to mean no more than 30 minutes at a time.
Equipment Standards
All ladders used for work must comply with BS EN 131, the European standard for portable ladders. This standard has two parts relevant to trade use:
- BS EN 131-1: Terminology and types
- BS EN 131-2: Requirements, testing and marking
EN 131 Professional ladders are rated to a maximum total load of 150 kg, including the user plus their tools and materials. The 175 kg figure some people still quote comes from the old BS 2037 Class 1 standard, which has been withdrawn — you can no longer buy ladders made to it. Always check the rated load before use — domestic-grade ladders are not suitable for trade work.
Pre-Use Inspection
Every ladder must be inspected before use. Look for:
- Cracked, bent or missing rungs or stiles
- Missing or damaged feet
- Damaged locking mechanisms on combination ladders
- Corrosion on metal ladders
- Splinters, warping or rot on wooden ladders
A damaged ladder must be taken out of service immediately — tag it, report it, and arrange repair or replacement. Do not leave it where someone else might use it.
Safe Use
The 1-in-4 rule applies to leaning ladders: for every four units of height, the base should be one unit out from the wall. Always secure the top of the ladder where possible, and never overreach — your belt buckle should stay within the stiles at all times. Use both hands on the ladder when climbing; carry tools in a shoulder bag or use a hoist.
Scaffold: When You Need It and What Standard Applies
Scaffold should be used when the work duration or complexity makes a ladder impractical or unsafe. The governing standard for tube-and-fitting and system scaffold is BS EN 12811-1, which covers performance requirements and design. For mobile scaffold towers, the relevant standard is BS EN 1004-1:2020. BS 1139-6 covers prefabricated tower scaffolds built in configurations outside the scope of EN 1004.
Mobile Scaffold Towers (PASMA)
If you're using a mobile aluminium scaffold tower, you should have completed a PASMA (Prefabricated Access Suppliers' and Manufacturers' Association) course. This is widely recognised across the industry and is increasingly expected by principal contractors and clients as a minimum requirement. PASMA cards are valid for 5 years, after which refresher training is required.
Key rules for mobile towers:
- The 3:1 height-to-base ratio rule: the working platform height should not exceed three times the minimum base dimension (unless outriggers are fitted)
- The tower must be on firm, level ground
- Never move a tower with anyone or anything on it
- Toe boards, guard rails and mid-rails must be fitted at the working platform
Powered Access (IPAF)
For cherry pickers, scissor lifts, and mast climbers, the relevant training qualification is the IPAF (International Powered Access Federation) PAL card. This covers specific categories of machine — make sure your card covers the type of MEWP (Mobile Elevating Work Platform) you are using. IPAF cards are also valid for 5 years.
Independent Scaffold
If the job requires independent scaffold erected by a scaffolding contractor, you are not responsible for erecting it — but you are responsible for inspecting it before use. Scaffold must be inspected:
- Before use for the first time
- After any event likely to have affected its stability (high winds, vehicle impact)
- At intervals not exceeding 7 days
Inspections must be carried out by a competent person, and the results recorded. A Scaffold Inspection Report (TG20 or similar format) must be completed and kept available on site.
Risk Assessment and Method Statements
For any working at height activity, you must complete a risk assessment before starting work. For higher-risk or longer-duration tasks, a Method Statement (together forming a RAMS document) will also be required — especially if you are working as a subcontractor on a managed site.
Your risk assessment should cover:
- The nature of the work and how long it will take
- The access equipment you plan to use and why it is appropriate
- Ground conditions and overhead hazards
- Weather conditions (do not work at height in high winds or icy conditions)
- Who else might be affected — members of the public, other trades below
- Emergency and rescue arrangements
You do not need a five-page document for every ladder job, but for anything beyond the simplest and shortest task, a written record is good practice and increasingly expected by clients. Generic, untailored RAMS pulled from the internet will not protect you — they need to reflect the actual site conditions.
Training Obligations and Record Keeping
Competence is a legal requirement under the Work at Height Regulations — you must ensure that anyone involved in working at height, planning it, supervising it, or providing equipment for it is competent to do so.
What Training Do You Need?
The minimum expectation depends on the equipment you use:
- Ladders and stepladders: No formal qualification required, but documented toolbox talk or awareness training is best practice
- Mobile scaffold towers: PASMA or equivalent
- Powered access: IPAF PAL card for the relevant category
- Rope access: IRATA qualification
Records to Keep
For compliance purposes, you should be able to produce:
- Training certificates and card expiry dates for all relevant equipment
- Pre-use inspection records for your own equipment
- Scaffold inspection reports (TG20 format or similar)
- Risk assessments and method statements for the job
- Records of any toolbox talks or safety briefings given
Keep digital copies — paper records get lost, damaged, or left on site. If you are self-employed, this documentation is also important for your own insurance purposes. Many liability insurers will scrutinise compliance records closely in the event of a claim.
Practical Checklist Before You Start
- Have you considered whether the work can be done from ground level?
- Is the access equipment you've chosen the right tool for the job?
- Is your equipment in good condition and within its inspection period?
- Are you trained and current for the equipment you're using?
- Have you completed (and written down) a risk assessment?
- Is the area below secured against falling objects?
- Have you checked the weather forecast?
- Does someone know what you're doing and where you are?
Ticking these boxes doesn't take long. Getting them wrong can cost you your life, your business, or both. Keep your certificates current, your inspection logs up to date, and your documentation accessible — and you'll be in a strong position whether you're working for a householder or a principal contractor on a major site.
